Government publishes strategy to “eliminate precariousness”

The Slovenian Government published a new strategy to “eliminate precariousness” in 2025, including among platform workers, after a long running campaign from trade unions and campaigners. 

In 2023, a major event was held on precariousness in Slovenia’s economy, with the Ministry of Labour signing a declaration, and now the government has come forward with a plan to eradicate the problem, which has grown bigger in recent years.

The strategy document outlines the need to tackle bogus self-employment and refers to the EU Platform Work Directive as an opportunity to do so in the platform economy. Measures include strengthening effective supervision and sanctions by the labour inspectorate and making it easier to prove the existence of an employment relationship in labour law.

Other problems identified include the use of sub-contractors, where workers cannot access their rights even when hired under employment contracts. The Slovenian government will seek to set an example in the public-sector by abolishing outsourcing.

The Sindikati Mladi Plus union has been campaigning for the Platform Work Directive to be used as the basis for tackling the problem of precarious work more broadly in Slovenia’s economy and hope the strategy document can be a starting point for this.
